Permanent Liaison Group

(joint with EA and Eurolab)

Aims
  1. To co-ordinate and promote the co-operation between the communities of laboratories and accreditors on the technical level: problem analysis and proposals;
  2. To exchange experience on the development and application of EA-documentation;
  3. To identify project proposals on aspects of quality and competence in testing and accreditation, to allocate them to existing or new task forces if appropriate, and with the agreement of EA, EURACHEM and EUROLAB, to harmonise the work of existing and new common Working Groups and Task Forces and to secure a proper flow of information between these and EA, EURACHEM and EUROLAB;
  4. To follow actively the progress of Working Groups and Task Forces EA, EURACHEM and EUROLAB are interested in;
  5. To promote competent and cost-effective operations of testing and calibration laboratories.

Work Programme
  1. Implementation of ISO/IEC 17025
    • to support laboratories implementing the new standard;
    • to give input to and discuss the documents needed for accreditors' assessment of laboratory competence according to the new ISO/IEC 17025;
    • to discuss the relationship between ISO/IEC 17025 and ISO 9001:2000
  2. Scope of Acceditation and Method of Assessment
    • to promote the use of a flexible scope
  3. Traceability
    • to follow the ILAC work and give input where necessary
  4. Measurement Uncertainty
    • to promote the correct understanding of measurement uncertainty within the testing community and its customers;
    • to draft a common approach on the implementation of ISO/IEC 17025, cl. 5.4.6, based on EA-3/02;
    • to promote, organise and/or co-ordinate training programmes, seminars and workshops on measurement uncertainty, especially in sectoral working groups;
    • to consider the available specific guidance documents for promotional work, and to make proposals to the EA Laboratory Committee or other relevant committees on their further treatment.
  5. Accreditation - Customer's View
    • to send out and analyse an enquiry by means of the EUROLAB network, asking for the laboratories' view on accreditation (customer satisfaction) and to produce a report on the subject;
    • to follow the laboratories' cost associated with accreditation in order to avoid discrepancies that may affect laboratories' competition.
  6. EEE(E)-Groups
    • to follow and to comment the work in the RM- and PT-groups and to give input where needed
  7. Restructuring of EN 45000 Series
    • to follow the discussion on restructuring of the EN 45000 series and the use of the standards in the different modules
  8. Computerised Systems in Laboratories
    • to follow this issue in connection with the implementation of ISO/IEC 17025
  9. Accreditation vs. Certification
    • to follow the international discussion and revise the existing paper (EA-2/08)
  10. Multiple Assessment of Laboratories
    • to monitor the assessment of multidisciplinary, multifunction and multisite laboratories in order to decrease the multiple (and repetitive) assessment of laboratories;
    • to bring GLP and other similar schemes closer to accreditation
  11. Information Leaflet on the Values of Accreditation for Industry and other Users
    • to follow the corresponding work within ILAC and to draft, if necessary, a European leaflet
  12. Third Party Involvement
    • to discuss this issue and to follow the related work within ISO/CASCO
  13. Joint Workshops

Workshop Proceedings
The PLG arranges occasional workshops on accreditation and quality issues. Proceedings are available for some of these, as follows:
